This is a black souvenir jacket.
Originally made for soldiers from poncho liners and parachute fabric quilt material, it is also known as a Viet-Jan, date unknown.

On the chest: a national flag and HAPPINESS
SOUTH VIET-NAM 1963, dragons on both sleeves,
On the back: the classic Nam map embroidery and the phrase "If I die, I can go to heaven, because I spent it in hell (the battlefield of Vietnam)".
The embroidery has a hand-stitched feel.
The lining is thin, plain white nylon (like acetate),
Vertical pockets on both sides of the hem
Shirt sleeves with one button closure
Elastic on both sides of the hem
